A U.S. Air Force (USAF) delegation visited Brazil, November 8-10, 2021, to hold an annual bilateral meeting with the Brazilian Air Force (FAB, in Portuguese). Representatives of the Brazilian Air Force General Staff (EMAER, in Portuguese) welcomed U.S. personnel at the Air Force Command in Brasília, Federal District, to discuss bilateral activities of interest to the defense sector and exchanges to be held over the next two years.

FAB General Paulo Roberto de Carvalho Júnior, head of EMAER’s Second Subdivision, told Diálogo about the importance of the meeting to maintain the operations of both air forces, and to preserve the excellent relationship and ties that unite USAF and FAB since World War II. “USAF is the force with which FAB has the largest number of activities in the scope of international cooperation, whether it be participating in exchanges, courses, or operational exercises,” he said. “The United States is the only country with which FAB holds yearly bilateral meetings, unlike other air forces, where such events are biennial or with even longer intervals between meetings,” he added.

Topics addressed

FAB and USAF members held two separate meetings during the visit; the first was called Operator Engagement Talks. “We discussed topics such as updating the operations both countries carry out globally and in their regional surroundings: Project F-39 Gripen and the State Partnership Program with the New York Air National Guard, and Unmanned Aerial Vehicles (UAV),” Gen. Paulo said. “USAF’s training for rotary-wing pilots and the use of data link equipment by USAF and other U.S. armed forces were also part of the meeting’s agenda,” he added.

The second meeting, Future Engagement Talks, addressed bilateral activities for 2022 and 2023. The topics included: FAB participation as observers in Exercise Mobility Guardian 2022; virtual exchange of UAV operations; U.S. participation in Exercise Tápio 2022, in Campo Grande, Mato Grosso do Sul; and flight instructor exchanges for the A-29 aircraft.

Long-standing partnership

FAB and USAF have a long-standing partnership. Examples include the Military Personnel Exchange Program (MPEP) and the military academies cadet exchange agreement. “The exchange of two FAB A-29 aircraft instructors for three years at Moody Air Base, in Georgia, within the MPEP Program, was very positive,” Gen. Paulo said as an example.

“The service members were able to experience the daily routine of a U.S. squadron, including assuming the position of squadron commanders and other relevant tasks in an air unit,” Gen. Paulo said. According to the officer, this experience contributed to the implementation of new operational procedures for modern combat and air defense measures in FAB squadrons, integrated based on the knowledge acquired during the training of USAF pilots and from other nations as well, assigned to real missions in Afghanistan.

Gen. Paulo also highlighted the agreement for cadet training. “The FAB sends six service members from the Air Force Academy (AFA) for a six-month exchange at the USAF Academy. In turn, the U.S. also sends the same number of USAF cadets to AFA,” he said. “This increases bilateral relations between the two air forces with experience exchanges that would not be possible in isolated training processes,” he added.

U.S. and Brazilian army soldiers kicked off exercise Southern Vanguard 22 in Lorena, São Paulo, Brazil on December 6. Southern Vanguard — called CORE 21 in Brazil — is a U.S. Southern Command-sponsored, U.S. Army South-conducted exercise at the operational and tactical levels designed to increase interoperability between U.S. and Western Hemisphere forces. Diálogo spoke with Major General William L. Thigpen, U.S. Army South commanding general, about this combined exercise.

…Diálogo: Can you provide more details on the U.S. participation in the exercise?

Maj. Gen. Thigpen: These exercises vary in scale. This one is conducted at the company level, where we have 152 soldiers from the 101st Airborne Division participating. We also have 31 soldiers from Army South who are facilitating some of the support structure to make it happen.

…Diálogo: Is there a plan to add a cyber piece to this exercise between now and 2028?

Maj. Gen. Thigpen: No, this exercise currently, as it exists, is for tactical air mobile air assault operations, which is a means of deploying soldiers into an operation by helicopter. And then, of course, they would go on to ground tactical execution of a ground tactical plan. So right now, we are not focused on the cyber aspect of warfare.

Brazilians and Americans decided to start an important integration exercise between troops of both armies, in the city of Lorena, 110 miles from the state capital, in the Paraíba Valley. Diálogo spoke with Brazilian Army General Tomás Miguel Miné Ribeiro Paiva, Southeast Military Command chief, about this exercise, known in Brazil as CORE 21 and as Southern Vanguard 22 in the United States.

Diálogo: Why was the Paraíba Valley in São Paulo chosen to launch CORE 21?

Brazilian Army General Tomás Miguel Miné Ribeiro Paiva, Southeast Military Command chief: This is a historic brigade because it drove many Brazilians to participate in our Brazilian Expeditionary Force, which served with the Americans in World War II, along with allied troops. We have a history of working together with American troops and we are very proud of that achievement. This may certainly be one of the brigades that lost the most lives to the epic Nazi-fascism defeat during World War II. Additionally, our 12th Aeromobile Light Infantry Brigade, which is a strategic brigade force of the Brazilian Army, is the most suitable troop for this type of operation.

Diálogo: The agreement signed between Brazil and the United States establishes that this exercise will be carried out until when?

Gen. Tomás: Until 2028, on a rotation system, each year in a different country, with troops from different military area commands. Next year [2022], our troops will go to the United States. In 2023, it will be the Eastern Military Command’s turn to host the event

The Brazilian Southeastern Military Command and U.S. Army South have been conducting, December 6-16, 2021, a combined exercise called CORE 21 (Combined Operations and Rotation Exercise). In the United States this exercise is known as Southern Vanguard. The exercise is an Aero Mobile Operation (with the use of helicopters) and takes place in the cities of Lorena and Cachoeira Paulista, in São Paulo, and Resende, in Rio de Janeiro.

CORE 21 is the first combined exercise of its kind performed by U.S. troops in Latin America. The exercise is conducted by a task force of the 5th Light Infantry Battalion, based in Lorena (São Paulo state), having incorporated a Company of U.S. Army South’s 101st Airborne Division. The participants are comprised of approximately 990 military personnel, 750 of which are Brazilians and 240 are from the United States.

“We have already done [this exercise] with troops from Argentina, as well as with troops from other South American countries, but it is the first time that it has occurred with American troops in Brazilian territory,” Brazilian Army General Tomás Miguel Miné Ribeiro, commander of the Southeastern Military Command, said.

…The CORE exercises were conceived during the XXXVI Bilateral Conference of the Joint Staff in October 2020, in order to increase interoperability between the two armies. They are expected to occur every year until 2028. The first exercise was held in 2021, from January to March, in Fort Polk, Louisiana.

…In this context, on April 12, 2010, a bilateral agreement on defense cooperation was signed in Washington, D.C. between the governments of Brazil and the United States. Since then, in a similar way to exercises conducted with other partner nations, there are military exercises authorized and accompanied by the Ministry of Defense, with the participation of the Brazilian and U.S. armed forces, annually.

CORE 21’s combined training includes aero mobile assault, defensive shooting demonstrations, and fractional and integration shooting. “The soldiers standing before you today will undergo tough, realistic training scenarios and experience the exercise that has been presented by the planners,” concluded Major General William L. Thigpen, commanding general of U.S. Army South.

The U.S. Army, in partnership with the Brazilian Army, are conducting Exercise Southern Vanguard 22, a combined military training exercise aimed at improving combined forces readiness, November 28–December 18.

Southern Vanguard 22, a U.S. Southern Command-sponsored annual exercise at the operational and tactical levels, aims to increase interoperability between U.S. and Western Hemisphere forces.

More than 1,000 service members are participating in the exercise, including forces from Brazil’s 5th Battalion, 12th Infantry Brigade, as well as U.S. Army South, and 101st Airborne Division to conduct joint tactical training focused on simulating encounters with irregular forces in semi-rural and urban settings in Resende, Rio de Janeiro.

The bilateral training opportunity is the culmination of numerous engagements between U.S. Army South and the Brazilian Army to promote efforts to develop professional partnerships and increase mutual readiness.

Marines and sailors from U.S. Marine Corps Forces, South and U.S. Naval Forces Southern Command/U.S. 4th Fleet conducted multiple engagements with the Brazilian Navy and Marine Corps in support of the Brazilian Joint Exercise DRAGÃO October 29–November 5.

…The event began with a series of key leader engagements at the Brazilian Marine Amphibious Division base in Rio de Janeiro. The U.S. briefed topics to include the current U.S. Marine Corps Force Design plans and the concept of expeditionary advance base operations (EABO). Force Design is the commandant’s strategic direction and vision of the Marine Corps as a naval expeditionary force trained, organized, and equipped to deter malign behavior, fight inside a near-peer adversary’s weapons engagement zone, and facilitate maritime freedom of movement and sea control in support of fleet operations and the joint force.

The Brazilian Navy and Marine Corps briefed topics such as the modernization of their expeditionary forces, future maritime ISR (intelligence, surveillance, and reconnaissance) employment, and Brazil’s “Blue Amazon” concept, which is designed to ensure security and stability in the South Atlantic.

Following the period ashore, exchange planners embarked aboard the Multipurpose ship (NAM, in Portuguese) Atlântico, the Brazilian Navy’s flagship vessel. Aboard this ship, which is similar to the U.S. America class amphibious assault ships, they conducted integrated exercise planning alongside their Brazilian Navy and Marine counterparts. In addition to conducting information preparation of the battlespace, integrated amphibious planning, ISR, and simulated precision strikes from a maritime platform, they continued to develop key professional relationships.

…Exchanges between U.S. and Brazilian forces aboard ship are not uncommon. This exchange expanded on relationships and concepts built a year ago when U.S. Marines participated in a Brazilian Navy maritime planning engagement aboard a Brazilian ship to exchange best practices, increase interoperability, and develop enduring touchpoints to grow the professional knowledge of both forces. Most recently, Brazilian allies embarked on the USS Hershel “Woody” Williams off the coast of Africa in August 2021. In 2019 Brazilians integrated into maritime operations aboard the USS Wasp to develop multinational standard operating procedures for humanitarian assistance and disaster response efforts.

“Although COVID-19 has limited the exchanges over the last two years, there is a clear desire and plan to increase these exchange opportunities,” said U.S. Marine Corps Major Ricardo Moreira, exchange participant. “The value of embarking forces on each other’s ships cannot be overstated and the impact on overall maritime security and strategic competition is significant.”

As Brazil spearheads maritime security in the South Atlantic, exercises such as DRAGÃO serve a fundamental role in building the sea control and maritime security capabilities of the professional naval force.

The Argentine Armed Forces strengthened their knowledge in denial of service, antivirus neutralization, and confidential data propagation, during the Cyber Dawg 2021 exercise that took place in the United States in late September.

Some 20 U.S. state organizations, members of the Georgia National Guard, and Argentine service members — united under the U.S. Department of Defense’s State Partnership Program — took part in the exercise that tested capabilities to prevent attacks in cyberspace.

“Participating in the Cyber Dawg 2021 exercise allowed us to see the different roles involved in a simulated environment with highly trained information technology and cyber defense personnel,” Argentine Army Brigadier General Aníbal Intini, commander of the Armed Forces Joint Chiefs of Staff’s Joint Cyber Defense Command (CCCD, in Spanish), told Diálogo.

During the exercise, participants were organized into three teams: one simulating a fictitious organization defending itself against cyber threats and responding to attacks; another representing adversaries, who sought to exploit vulnerabilities; and the third in charge of monitoring the activities of the first two groups and ensuring the smooth running of the exercise.

In one of the meetings with Brazilian Armed Forces officers, which included Brazilian Army General Laerte de Souza Santos, chairman of the Armed Forces Joint Chiefs of Staff (EMCFA, in Portuguese) of the Ministry of Defense (MD, in Portuguese), the United States invited Brazil to join the North Atlantic Treaty Organization (NATO).

Adm. Faller mentioned that by joining NATO Brazil would have access to high-end armament technology and more joint training for its troops. “One of the challenges facing the U.S. military is to ensure that troops are trained and have equipment ready, which would be as beneficial to the United States, as it is to NATO and Brazil,” he said.

Brazil was designated a major non-NATO ally in July 2019, at the decision of then-U.S. President Donald Trump. This designation is granted by the U.S. government, not by the alliance. In South America, only Argentina and Brazil have the non-NATO ally status. Colombia, on the other hand, is the only de facto partner in the region.

On September 14, 2021, U.S. Southern Command (SOUTHCOM) and the Ecuadorian Ministry of Defense signed a memorandum of understanding for timely information exchange to strengthen the fight against narcotrafficking and provide humanitarian assistance, search and rescue, and relief to victims in cases of disasters, the U.S. Embassy in Ecuador indicated.

As such, Ecuador becomes a part of the Cooperative Situational Information Integration system (CSII). The CSII draws on the information that U.S. and other signatory countries’ agencies provide, aiming to increase regional security upon receiving reports on suspicious activities related to illicit drug trafficking, and to support nations’ capabilities to provide assistance during emergencies.

Concerning maritime security, on January 15, 2021, the U.S. Department of State announced additional support for the U.S. Coast Guard’s Operation Southern Cross to combat illegal fishing in the South Atlantic, Voice of America reported.

“Most importantly, we are partnering with Ecuador as they seek to provide more security to the area surrounding the global ecological treasure [that is] the Galapagos Islands,” Rear Admiral Brian Penoyer, commander of the Eleventh U.S. Coast Guard District, said via Twitter, on September 15. “We hope to provide a better understanding of where those distant water fishing fleets are, how close they are coming, and what they are doing […].”
